Sihanoukville, 04 December 2025 — Mr. Yousos Solaiman, Deputy Governor of the Sihanoukville Provincial Administration, presided over the Groundbreaking Ceremony of the TIME SQUARE 10 Condominium Project at O’Tres Beach, Village 4, Sihanoukville, on the morning of Thursday, 04 December 2025. The event was attended by department heads, relevant provincial units, and company representatives.
On this occasion, Deputy Governor Yousos Solaiman welcomed the commencement of construction for the TIME SQUARE 10 Condominium Project in Sihanoukville’s coastal zone. He stated that this groundbreaking reflects investors’ confidence in the Royal Government and sincerely congratulated the launch of this project, which demonstrates the strong trust investors continue to place in Cambodia’s government. He highlighted Cambodia’s political stability and favorable investment environment under the leadership of Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, particularly following the announcement of the “2024 Special Program to Promote Investment in Sihanoukville Province,” which provides significant incentives to investors and businesses. This has led to a remarkable increase in investment activity within the province. He extended his best wishes for the TIME SQUARE 10 project to achieve great success and attract strong customer support.
The groundbreaking ceremony plays an important role in driving growth in the real estate sector and the socio-economic landscape of the province, strengthening its appeal and progressive development. The project also creates employment opportunities for local residents in Sihanoukville, supporting the Royal Government’s efforts to improve livelihoods and reduce poverty in line with the Phase 1 Pentagon Strategy, which focuses on Growth, Employment, Equity, Efficiency, and Sustainability as the foundation toward achieving Cambodia’s 2030 vision.
The Royal Government of Cambodia’s 7th Legislature, under the rightful leadership of Samdech Moha Borvor Thipadei Hun Manet, has implemented the Phase 1 Pentagon Strategy and additional policy programs aimed at strengthening the foundations needed to accelerate national development in the medium and long term, in alignment with Cambodia’s 2050 Vision. This strategy emphasizes efficiency, competitiveness, openness, and sustainability—positioning the government as a strategic planner, leader, and manager of development, as well as a protector of private property and promoter of private-sector growth. In advancing development management, the government remains open to international cooperation and continues to expand bilateral and multilateral trade frameworks, welcoming investors of all nationalities—especially those seeking opportunities in Sihanoukville Province.
Mr. Phoeun Sothea, Chief Engineer of the construction site, stated that the company has prepared the groundbreaking for the TIME SQUARE 10 project in Sihanoukville. He added that TIME SQUARE Projects 1 to 8 were constructed in Phnom Penh across a land area of 111,700 square meters, with the buildings rising 37 floors. He emphasized Sihanoukville’s strong potential in commerce, industry, and tourism, with its beautiful coastal landscape. He also noted the support of the provincial administrative leadership and the peace ensured by the Royal Government. This project benefits from the province’s tourism appeal, as the building faces the sea—an attractive feature for both domestic and international visitors. The project is expected to be completed within 3 to 4 years.
